Developing a multimodal mobility strategy for Port Kembla’s innovation district
Port Kembla’s masterplan envisions a new urban district with a strong technological and educational character. Designed as a largely car-free environment, the development is intended to support students, workers, and the local community, including employees of BlueScope Steel, one of the region’s leading industrial employers.
Port Kembla, an industrial suburb of Wollongong, is a major export location for coal mined in the southern and western regions of New South Wales. As the area continues to evolve, creating a vibrant civic and commercial life, the project aims to support future growth through a more sustainable, accessible, and people-oriented urban model.
Systematica was in charge of the multimodal mobility strategy for the masterplan, which focused on accessibility, internal circulation, mobility demand estimation, and parking strategy.
The masterplan’s vision was based on four key non-negotiables:
- A highly accessible and transit-oriented structure
- A pedestrian-focused public realm
- Integration of sustainable and active transport modes
- Innovative and resilient parking infrastructure
Systematica developed integrated accessibility and circulation schemes for multiple transport modes, ensuring efficient connectivity across the site and surrounding areas.
Our study included:
- Public transport catchment analysis
- Road hierarchy and network assessment
- Micromobility integration strategies
- Modal share scenario development
- Parking demand and future capacity analysis
Particular attention was given to the relationship between public transport accessibility, pedestrian movement, and micromobility infrastructure, supporting the creation of a walkable and connected urban environment.
Based on mobility demand forecasts and future user estimates, we also developed a phased parking strategy aligned with the district’s long-term sustainability objectives.
The resulting mobility strategy was translated into a series of defined “big moves” to guide the phased implementation of the masterplan.
Systematica’s work supported the development of a future-oriented mobility framework that prioritises accessibility, sustainable transport, and high-quality public space while reinforcing Port Kembla’s transition toward a more innovative and resilient urban future.
